The agenda for the next parish council and committee meetings are as follows. These are abridged versions full copies will be available at the meeting.

Finance meeting Thursday 8th May 2008

BOXLEY PARISH COUNCIL

To all members of the Council, public and press 2nd May 2008

Members are hereby summonsed and notice is given that there will be a meeting of the Finance Committee on Thursday 8th May 2008 at Beechen Hall, Wildfell Close, Walderslade commencing at 7.30 p.m.

1. Declaration of Acceptance of office.

The councillors present to sign their forms.

2. Declaration of Interest or Lobbying.

Members are required to declare any interests or lobbying on items in this agenda.

3. Apologies.

To receive apologies from members unable to attend.

4. Minutes of the Meeting 11th March 2008.

To note that the minutes of the Finance Committee were signed at the parish council meeting.

Matters Arising.

To be dealt with at the main meeting on the 20th May.

To adjourn to enable members of the public to address the meeting.

6. Insurance.

To consider whether to change insurance companies, see enclosed comparisons and information.

7. End of Year Accounts 2007/8.

To consider the End of Year Returns and recommendation to the Parish Council.

8. Grant Request.

To consider the request fro a grant for the Community Festival – details attached.

9. Changing General Bank Account.

Natwest has just notified the parish council that with effect from 1st June it will charge to manage the account. See attached report. The Finance Committee will be asked to advise and make a recommendation to the Parish Council.

End of Year Accounts

I have been unable to complete the official return in time to go with this agenda as Tim Gardiner is coming in to sign it on Tuesday. Enclosed is therefore a copy of the Balance Sheet and Income and Expenditure Sheet to show that we balance. Two adjustments have yet to be made to the accounts for outstanding bills and so the true information will be with you on the Thursday.

I am also missing the final bank statement to reconcile but this is due and has no impact on the documents you need to see to complete the return.

Changing General Bank Account.

Natwest has just notified the parish council that with effect from 1st June it will charge to manage the account. It will be necessary to consider the situation as this is the busiest account and the charges will be enormous. At present there are no charges at the Co Operative Bank for parish councils and on the odd occasion that cheques have to be paid in we can do so via the post office. With the parish council’s investment bonds also with the Co Operative it would make sense to change to them. The Co Operative Bank is also an ethical bank.

HSBC was approached 2 years ago about taking on the parish council’s account and did indicate that it would consider not charging but the parish council did not proceed so did not get this in writing. In view of the present banking situation it is considered that HSBC might start charging.
